BLM termed as “bottleneck” in the development of CSP sector

Developers seek faster processing of their applications as the BLM has been criticised for its inefficiency.

Developers have cited the current process involving the Bureau of Land Management (BLM) as a major bottleneck for the development of CSP sector in the US, according to a report filed by www.lasvegassun.com.

Citing an example, the report shared that BrightSource Energy first applied for BLM land in Nevada nearly two years ago. A spokesman said the company doesn’t expect to begin construction on public lands before the end of 2010.

Even as a company like Solar Millenium, which is hopeful of breaking ground on a 250-megawatt solar power plant in Amargosa Valley in 2010 and is counting on a “very positive mood” in the US, indicated that BLM was really hit by a tsunami of applications at the same time that they were understaffed.

The list of pending applications for solar development on BLM lands has now grown to more than 200 projects, each of which will be processed individually. Fortunately, the ARRA (American Recovery and Reinvestment Act of 2009) provided additional funding for the BLM, some of which will be used to speed up the processing of these applications – so the backlog might not be as long as initially feared.
